Resolution by Basant Lal Gulshion, Provincial Minister 13th December 2010

This House under clause (1) of Article 144 of 1973 Constitution of Islamic Republic of Pakistan empowers the Parliament to carry out legislation to establish Benazir Bhutto Shaheed Fund of Human Rights. So as besides implementation of the announcement made by the Prime Minister of Pakistan on 20^th December, 2008 regarding Benazir Bhutto Shaheed Fund of Human Rights the said Project could be launched with an allocated amount of Rs: 10 million.

Whereas a meeting of (CDWP) was held in Islamabad on No.3, 2010 but no scheme of Balochistan was included in it, on which Chief Minister Balochistan had directed the Provincial Finance Minister and other members not to attend the meeting as a protest and Finance Minister and other members did not attended the meeting. However, after a few days later Parliamentary members led by Chief Minister met the Prime Minister and apprised him about their reservations. The Prime Minister had promised that in December 2010 a (CDWP) meeting would be called to give approval to the Schemes of Balochistan. Now the month of December in near to end but no date has yet been announced for the said meeting.

This House therefore, calls upon the Provincial Govt: to contact the Federal Govt: that as promised by the Prime Minister the date for the said meeting should be announced in the same month to give approval for our Schemes.

Whereas 20 Candidates out of 34 who passed the CSS exam form Balochistan have been appointed while rest of the 14 are still awaiting for their appointments. On the other hand despite shortage of qualified Police officers in the Province posts are vacant in Police and other departments.

This House therefore, calls upon Federal Government that on lines of 12th Common Batch introduce during Zia era the successful 14 candidates should be accommodated henceforth, irrespective of the Provincial Quota and by keeping in view the injustices made to the Province in the past.

Resolution by Ainullah Shams (Minister  Health) 2nd December 2010

Whereas that Innovative Investment Bank which is a sub branch of Crescent Investment Bank has established its branches at Karachi, Lahore and Islamabad, where people of Balochistan have also made investments. Now it is learnt that the said Bank has withheld people’s all investment including their profit.  For this they present the excuse that until and unless their bank is merged with National Bank its Investment along with profit will remain withheld.

This house therefore calls upon the Provincial Government to contact the Federal Government especially requesting President and Prime Minister of Pakistan to take notice of the situation and by saving the people of Balochistan from this fraudulent activity issue directives to SECP Chairman and the concerned officers of the said Bank to return investment to the people of this backward Province forthwith.

 Whereas, in the country but especially in the province of Balochistan during pregnancy and other related causes and diseases the death ratio is over and above to the other parts of the country. In the same circumstances a Resolution No. 16 A/HRC/II/L by the UNHCR has already been passed.  Therefore, the provincial Assembly recommends to Provincial Government to ensure the said Resolution of United Nation by taking appropriate action to save the lives of the children and mothers from other diseases and death by taking the following actions.

·        The Government of Balochistan to constitute a committee consisting meeting of Provincial Assembly for submitting report on the issue of death during the pregnancy immediately.

·        The Government of Balochistan convince other provincial government for adopting the said resolution.

This House calls upon the Provincial Government to contact the Federal Government to ensure supervision and timely provision of funds for the quality construction of Quetta-Chaman, Yaro, Dera Ismail Khan-Zhob, Quetta-Khuzdar, Kalat-Turbat-Gwadar and Turbat-Panjgur Roads.

This House calls upon the Provincial Government to recommend to the federal Government to ensue that Educational bio data and local/domicile certificate of the candidates who intend to apply in all the federal departments including (Establishment Division) should be certified by the Deputy Commissioner of the concerned districts. So as appointments on scanned fake local/domicile certificate could be discourages and the deserving youth of the Province could get their right.

Whereas, eighty percent economy of Balochistan province is based on agriculture and unfortunately for the last two decades drought has almost destroyed the agriculture sector. As compared to other provinces water channel system in Balochistan is limited only to two districts, while agricultural activities in rest of the districts depend upon tube wells and and electricity.On one hand where load shedding has further destroyed the agriculture sector on the other hand low voltage caused huge damages to the tube wells resulting in immense financial losses to the growers, This not only created hurdles in fulfilling the dreams to stabilize and prop up the economy of the province but also endangered the livelihood of those relating to the agriculture sector. Besides other steps, people had pinned high hopes with the present democratic government of taking revolutionary steps towards implementation of agricultural reforms in the province.  However, despite poor state of agriculture sector of the province with drawl of subsidy on electricity on agricultural tube wells is tantamount to destroy the growers of the province, which is not in the benefit of the economy and people of Balochistan and naturally this may also disturb law and order situation in the province.
This house, therefore calls upon the provincial government to demand the federal government that ex-parte decision of withdrawal of ellectricity subsidy on agriculture tubewells should be withdrawn in the best interest of the province and its people.

     Whereas, keeping in view the true spirit and importance of hard work and labor it is indispensable to protect rights of laborers at every level. At present houses 8.52 million Home Based Workers of that include 65 percent female and 4 percent male workers. These workers play prominent role in economic production of the country. In international level football matches 80 percent footballs items are prepared in from which earns $50 million annually. Majority of home based women workers work on piece rate basis that do works like embroidery, carpet making, wood work, bangle making, cleaning of dates and packing of different items. Majority of home based workers belong to poor and low paid income families who work 10 to 12 hours daily earning not more than 500 to 600 rupees only which is nothing against their labor and hard work.

This house therefore calls upon the provincial government to contact the federal government to bring all such workers into the purview of labor laws and these laborers should be provided legal, social and economical protection by ratifying ILO convention 177.

         Whereas all the developed countries across the globe have provided special incentives to their senior citizens for their welfare and well being and taking benefits of their experiences.  Senior citizens in are also an asset and lots of benefits can be taken from their skills, abilities and experiences. It is learnt that government intends to carry out legislation to provide incentives to senior citizens; this house therefore calls upon the provincial as well as the federal governments to ensure the proposed legislation as soon as possible, so as provision of incentives to the senior citizens could be given a legal cover.

             Whereas 40 percent of country’s population is living below poverty line and majority of them are settled in the rural areas. A large part of Balochistan economy is based on agriculture or cattle farming and this farmer class, which fulfills the agricultural needs of the province by growing crops and vegetables, is considered to be a backbone in the economic activities of the province. However, this important segment of society is still backward and deprived of basic facilities like education and healthcare. They are even deprived of proper shelter, clean drinking water, food and clothes as per their needs. There exist no laws or policy in the country for protection of rights and wages of this class. This house therefore calls upon the provincial government to make contact with the federal government to carry out legislation for protection of rights and wages of this labor class so as this class may not fall victim of exploitation any longer.


JOINT RESOLUTION BY MOULVI ABDUS SAMAD AKHUNDZADA AND MAOULVI MUHAMMAD SARWAR MUSAKHEL.

        That the centre has been denying the reservations of Balochistan regarding allocated quota in the federal jobs and admissions in different institutions in the centre and abroad. This can be gauged from the fact that recently in 2003 the federal education ministry govt of in collaboration with the World Bank and Department for International Development launched and Assistance system. Under this project National Coordinator was elected from Balochistan on merit, while recognizing the performance of the said officer the federal education ministry nominated him for Phd in in 2009 while admission was made in Melbourne University through the federal education ministry. World Bank bore all expenses of the said university. However only 72 hours before his departure the federal education deptt cancelled admission of the said officer in Melbourne university without giving any reasons, which is a sheer injustice to Balochistan province. This house, therefore calls upon the provincial govt to contact with the federal govt that admissions of officers from Balochistan in Phd should be restored forthwith and arrangements should be made for their departure abroad as soon as possible.

The Balochistan province is spread over a huge area but its people are backward from all aspects. This fact on the other hand can also not be denied that train is an important means of traveling from the other provinces of the country. It is unfortunate that despite poor condition of trains Sleeper compartments have been removed from them and now these trains either have AC or Economy Class only. Even the trains running on Balochistan routes don’t have water and electricity. For the last past few years railway fares have also been increased manifold which are unaffordable for the people traveling to Punjab, Sindh and NWFP provinces. Moreover, trains from Quetta to other cities including Abaseen Exp, Balochistan Exp and Sindh Exp. have also been brought to a close. This house, therefore calls upon the provincial govt. to contact the federal govt. that besides making a cut in railway fares condition of trains should be improved and trains that have been put on a halt should be restored.

whereas, the detail of PIA fares reveal that as compare to other parts of Pakistan PIA fares are much higher. This can be gauged from the fact that Karachi Islamabad return ticket is equal to one side Quetta Karachi fare, which is a sheer injustice with Balochistan.

Whereas Balochistan is facing the shortage of 600 MW of Electricity resulting in the urban areas 6 hours and in the rural areas 16 to 18  hours load shading is taking place. Due to the fact not only the domestic but the agriculture consumers are causing irreparable loss and unless Dadu to Khuzdar and D G Khan to Loralai transmission lines are not installed the load shading will be increased.

Hence this august House calls upon the Provincial Government to contact with the Federal Government that from the imported rental power station at least 2 Nos. of 200 MW rental power station may be installed one at Quetta and the other at Khuzdar respectively and immediately for some relief to the people of the area.

JOINT RESOLUTION BY MAULVI MUHAMMAD SARWAR MUSAKHEL,MR AINULLAH SHAMS-PROVINCIAL MINISTERS AND SHEIKH JAFFAR KHAN MANDOKHEL-MPA. 26February2010

During the previous government, like other custom check, posts Baleli check post which was situated five km from Quetta, had been removed on the directives of Prime minister of Pakistan Ch. Shujahat Hussain. However, due to some unknown reasons this check post has been reestablished, which is causing great problems for the people. This house, therefore calls upon the provincial government to contact the federal govt that Baleli custom check post may immediately be removed in the best interest of the people.

RESOLUTION BY MIR ZAHOOR AHMED BULEDI, PROVINCIAL MINISTER. 23February2010

            During the previous government an agreement between Government of Pakistan and had reached for electricity supply to Mekran. Under this accord is providing 35 MW electricity to Mekran. The present government has started providing electricity to the villages and under different development funds transmission lines have been laid down upto most of the villages of Mekran, which has increased power consumption upto 50 MW. In the upcoming days load shedding will increase manifold, causing negative effects on routine life and the agriculture sector as well. Under the agreement it was also decided that government of will also provide electricity to the areas adjacent to Balochistan-Iran border that include Tehsil Zamran, Prom etc. Government of has laid down transmission lines upto its border but government of has still not started work on it. This house, therefore calls upon the provincial government to contact the federal government for renewal of the agreement with the government of , under which electricity may be provided to Mekran. Moreover, QESCO officials may also be directed to commence their work as soon as possible, so as people of the far flung areas of Balochistan province could be able to take benefit of electricity facility.

That the Harnai district is rich with the minerals, coal and vegetables and now natural gas deposits have also been explored at Khost and Zarghoon. However, due to the poor state of transportation the people of the area are unable to take benefit of their resources. This house, therefore calls upon the provincial government to make contact with the federal government that Harnai-Sibi railway line may be restored immediately, enabling people of Harnai to take benefits of their resources.

It is expedient that last year approved that a branch of National Bank of Pakistan is open in Suhbat Pur, and for this purpose a building is got on rent. But later on without any reason the branch fo the said bank opening programme is suspended.

Hence, this House recommends to Provincial Government, that a branch of NBP is to be opened in the public interest.

Manjhi Pur city which is third big city of District Jaffarabad, and which population is consist on (25000) there is 500 shops and many Petrol Pumps is established in the city, to this reason the said city has been commercialized, despite this , there is High School, Civil Hospital and Police Station is established in this city.
Hence, this House Recommends to Provincial Government, that request to the Federal Government, that in presence of Government offices and has commercial city, there is no any branch of the any bank.
Hence any branch of the any bank is to be opened in the said city at once.

Resolution:  Balochistan Provincial Assembly in its resolution desires that country matters maybe run in accordance with the provisions of the Constitution. 4January 2010.
         The President of Pakistan Asif Ali Zardari who is also Co-Chairman of Pakistan Peoples Party is symbol of united .  He resolves the serious problems of the province sensibly and also passed the NFC Award.  This Assembly acknowledged his efforts for the province.  This elected members Assembly has voted for the confidence over the president of and who is also facing a number of national and international issues.

JOINT RESOLUTION by Mohtarma Nasreen Rehman Khteran,Mohtarma Raheela Durrani, Dr Ruqayya Hashmi,Mohtarma Zarina Zehri---Provincial minister and Mohtarma Hussn Bano,MPA.  4rth April 2009

This house recommends to the provincial government to make contact with the federal government that the following steps may be taken to improve condition of Pakistan Railways immediately.

 I)  Railway fares may be reduced. ii)  Number of trains may be enhanced. iii) Condition of Pakistan Railways should be improved. iv)  Restoration of Harnai Sibi railway station and commencement of work at Zhob railway section. v)   Regular operation of Taftan Zahidan train. vi)   Job opportunities to people of Balochistan in railways. vii)   Extension of Zhob railway line up to Peshawar. viii) Stoppage of Jaffer Exp and Bolan Mail may be ensured at Dera Allahyar station, while train service of Jacobabad Usta Muhammad and Larkana may be restored.

 

JOINT RESOLUTION NO. 28 by Mohtarma Raheela Durrani,Mohtarma Nasreen Rehman Khetran,Dr Ruqayya Hashmi,Mohtarma Zarina Zehri provincial ministers and Mohtarma Hussn Bano MPA.  March 30, 2009

Whereas subject of journalism in Balochistan is taught at MA level, while in the rest of the country it is taught at FA and BA level, which enables students of this subject only to become reporters or journalists in Balochistan province. This house therefore recommends to the   Provincial government that like other provinces subject of journalism may be taught at FA level in Balochistan, so as in addition to become reporters and journalists students of this subject could also be appointed on other posts such as lecturers etc.

This house while condemning drone attacks by the US and Nato forces on Waziristan and rest of the tribal areas, also condemns those reports published in US media regarding US intentions to carryout drone attacks on Balochistan as well and recommends to the Provincial Government to contact the Federal Government so that concerned institutions fulfill their responsibilities to stop US drone attacks.

Resolution by Jan Ali Changezi, Provincial Minister.  March 24, 2009

This house recommends to the provincial government that the following recommendations given by a Jirga which was held on March 18, 2009 in connection with deteriorating law and order situation in Quetta and rest of the province, attended by all the political, religious parties, traders and notables of the city, may be implemented immediately.


1. Law order situation in Balochistan especially in Quetta is worst and needs immediate attention.

2. Beside the government every individual should play its role to improve law and order, while people should also help the government by pinpointing the terrorists. In this regard the government should take steps to mobilize masses.

3. Cases regarding Shahadat of Nawab Akbar Khan Bugti and attack on Maulana Muhammad Khan Sherani should be taken up at government level as soon as possible.

4. We condemn target killings of Settlers and people of Hazara Community in Quetta and demand immediate arrest of their killers and terrorists.

5. All arrested terrorists should be punished forthwith.

6. Levis system should be made functional.

 This house, while showing its entire satisfaction over amicable solution of judicial crises and restoration of Chief Justice of Pakistan Mr. Iftikhar Muhammad Chaudary and the other judges, congratulates the Federal Government, the electronic and print media, lawyers' community and the civil society for their sincere efforts. This house also pays rich tributes to the Chief Minister Balochistan Nawab Muhammad Aslam Raisani on his sincere reconciliatory efforts made by him during these crises, while upholding the traditions and values of Balochistan province. 

JOINT RESOLUTION NO.22 by Mohtarma Rubina Irfan, Mohtarma Ghazala Gola and Dr Ruqayya Hashmi, Provincial Ministers. 20 March 2009

         This house recommends to the Provincial Government to contact Federal Government that at present a large number of women in receive work by the contractors at their homes and earn their livelihood at homes instead going to any factory or workshop, or try to find work at their own. These women are victimized more than others as they have to do these works under very tough conditions, having no other opportunities to bargain with these womenfolk who belong to the same field. After working 10 to 12 hours daily these women hardly become able to earn rupees 500/600 only in a month and by doing so these women also put their health at stake. These women also have no proper representation in the national data nor do they have any cover of labor laws. The number of such women who do such kind of work at home is more than that of those who work in other fields and considered to be a labour force. The dangerous aspect of this whole scenario is that in a country like ours poverty will never come to an end rather its graph would keep raising. Because, such kind of people remain completely out of sight therefore there could be no such policy or prgramme or resource allocation for them. Under these circumstances a sharp rise in poverty becomes a natural phenomenon. If we have to save Pakistan from a horrible scenario and turn it into a real developed country then all the labor work force, whether men or women, must be brought under the cover of Worker Labor Force laws, so as they could be provided protection under labor laws and resources could be allocated for them.

JOINT RESOLUTION NO.21 by Sheikh Jaffar Khan Mandokhail, MPA and Muhammad Younas Mullazai, provincial minister. 11th Feb 2009

 This house recommends to the provincial government to make contact with the federal government that one reason behind deteriorating law and order situation in Balochistan is abolishment of powers of the Deputy Commissioners (DCs) by the previous government through legislation. Therefore, the Federal Government should restore powers of the DCs, B areas and give police under the authority of the Provincial Government through legislation, so as law and order situation in the province could be improved. 

 

RESOLUTION by MINISTER MOLVI ABDUL SAMAD Dated: 14-02-2009

This house recommends the provincial government to contact the federal government for immediate steps regarding construction of houses and rehabilitation of Quake-hit areas of District Ziarat, District Harnai, Union Council Bostan Mughtain of District Pishin, of 29th October 2008. Further more, federal government may also be assured to provide financial assistance to the provincial government from its own resources as well as from the donations of foreign countries for the rehabilitation of infrastructure and construction o houses for those quake-affectees who have not received compensation yet. Besides, finance department may also release funds for rehabilitation of damaged schools district Ziarat.
This house also thanks to the federal government, Armed forces of , provincial governments, NGOs and philanthropists for their generous support towards the quake-affectees.


RESOLUTION  This house recommends to the provincial government to contact the federal government urgent steps may be taken to remove the hurdles in the development and uplift of Balochistan and bring this province at par with the other provinces of the country. Dated: 12-02-2009

i. To ensure distribution of all resources of the country equally on the basis of population, area and backwardness.
ii. Like electricity surcharge to NWFP province, Gas surcharge/ income may be given to Balochistan Province.
iii. Provision of funds should be ensured to start work on Dera Ismail Khan - Zhob Kr 220 transmission line, which was approved by the federal government in 2007, but due to unavailability o funds work could not be started on this project.
iv. Kacchi canal should be completed within the set time frame work.
v. Early construction of university and medical college announced by the president of may be ensured.
vi. Construction of Quetta to DI Khan Killa Abdullah to Uthal and Sibi to Dera Murad Jamali road should be ensured on urgent basis.
vii. Federal government’s target far electrification of all the villages of the provinces by 31st December 2007 could not be achieved therefore electrification of all the villages of the province may be ensured.



JOINT RESOLUTION FROM MINISTER ENGINEER ZAMRAK KHAN AND SULTAN MOHAMMAD TAREEN Dated: 12-02-2009

District Harnai which is rich with huge deposits of natural resources, coal and vegetables, now huge deposits of gas have also been explored in its areas Zarghoon and khost. But due to bad communication conditions, people of the area are unable to take benefits from their resources.
This house, therefore recommends the provincial government to contact the federal government that besides, Harnai-Sibi Railway line, Zhob-Bostan Railway line should also be restored immediately.

This house recommends the Provincial Government approach Federal Government to provide five hundred bulldozers to the province in the best interest of the agriculture as all most all the bulldozers have gone outdated after working more than their technical life, which is badly affecting agriculture sector in the province. Hence, The Federal Government may to provide five hundred bulldozers to the province for its agriculture.

This house recommends to the provincial government to make contact with the federal government that one reason behind deteriorating law and order situation in Balochistan is abolishment of powers of the Deputy Commissioners (DCs) by the previous government through legislation. Therefore, the Federal Government should restore powers of the DCs, B areas and give police under the authority of the Provincial Government through legislation, so as law and order situation in the province could be improved.

That, Washuk despite being a large district area wise and a backward area is deprived of electricity facility in this modern age and provided through a generator only for few hours. And being district headquarter people of the area have to face a lot of problems. This house, therefore recommends to the Provincial Government to make contact with the Federal Government for provision of electricity to district headquarter of Washuk district from the Grid.

 That, Harnai Woolen Mill which was a profit earning industry providing a job to thousands of people was shut down for unknown reasons. Closure of the mills not only rendered thousands of people jobless but also deprived the country of a quality production. People from time to time have been protesting for its re-commissioning. Now there are reports about shifting or sale of machinery of the mill, which is totally against the public interest. This house therefore, recommends to the Provincial Government to make contact with the Federal Government that besides re-commissioning of Harnai Woolen mill, Uthal textile and Bolan Textile mills may also be re-commissioned.




RESOLUTION FROM MPA JAFFAR KHAN MANDOKHAIL Dated: 10-02-2009

This house recommends to the provincial government to contact the federal government that Mirani and Sabukzai dams have been constructed with billions of rupees but 40 thousand acres of command area land of these dams is still lying unsmooth.
As the provincial government is unable to make this land useable due to shortage of funds and bulldozers, therefore the federal government by itself or through any company should get prepared the command area land of these dams an immediate basis. So as rising food crisis in the country could be overcome.



RESOLUTION FROM MINISTER ZAHOOR HUSSAIN KHOSA Dated: 10-02-2009

This house recommends the provincial government to contact the central government that during 2006-07 flash flood due to torrential rains badly hit Tehsil Gandakha of District Jaffarabad and Tehsil Tambo of District Naseerabad, forcing people to leave the villages in these areas. The electricity system had totally been destroyed as these areas remained submerged for about nine months and taking advantage of this situation thieves removed electricity conductors and high tension wires for these areas, but WAPDA has not installed conductors and wires in the affected areas. Therefore, electricity conductors and wires may be arranged for the above said Tehsils. Moreover, Rs 8 Billion approved by the Federal Government for flood-hit areas may also be released immediately.



JOINT RESOLUTION FROM PROVINCIAL MINISTER MIR MOHAMMAD SADDIQ UMRANI AND MIR MOHAMMAD AMIN UMRANI Dated: 03-02-2009

OGDCL has earned Rs. 43, billion from Uch Power Plant situated at D.M Jamali, Naseerabad since its inception. However, no step for the development and uplift of the area was taken during the last seven years, nor any action was taken on the special directions of the prime minister of .
This house, therefore recommends the provincial government to approach federal government that OGDC should be made good to allocate 50pc of its income for the progress and prosperity of the people of the area, so as their sense of deprivation could come to an end.



RESOLUTION NO 12 BY PROVINCIAL MINISTER BDA. 3rd Feb 2009

      This house recommends to the provincial government to make contact with the federal government that tents recently provided to the earthquake affectees are technically not suitable to cope with the extreme cold weather of snowy areas like Ziarat, Khanozai as well as other places, while these tents are no more useable in the recent snow fall in the quake hit areas. Therefore, a survey of these areas may be arranged on emergent basis and all the affectees may be provided SHELTER HOMES immediately, without any further delay.

 Whereas subject of journalism in Balochistan is taught at MA level, while in the rest of the country it is taught at FA and BA level, which enables students of this subject only to become reporters or journalists in Balochistan province. This house therefore recommends to the
Provincial government that like other provinces subject of journalism may be taught at FA level in Balochistan, so as in addition to become reporters and journalists students of this subject could also be appointed on other posts such as lecturers etc.

RESOLUTION Dated: 03-02-2009

The recent rains that continued for 72 hours and then 36 hours played havoc in province of Balochistan particularly in Jaffarabad, Naseerabad and Jhal Magsi districts.  Ripe shali crop was damaged and due to this no one is ready to purchase shali rice. The Provincial Government therefore, should decline the obone said three districts as calamity hit areas and wave off their Abiana, usher and Malia. Further more contact may also be made with the federal government for writing off all the agri loans of the province.




JOINT RESOLUTION PROVINCIAL MINISTERS MIR MOHAMMAD SADDIQ UMRANI AND MIR MOHAMMAD AMIN UMRANI Dated: 02-02-2009

Mohtarma Benazir Bhutto Shaheed had announced in a public gathering on 20th December 2007 that if Peoples Party comes into power, the people of Dera Allahyar and Dera Murad Jamali would be given right of ownership.
This house, therefore recommends to the provincial government that promise of Mohtarma Benazir Bhutto Shaheed may be honored by giving ownership rights to the people of Dear Murad Jamali, who are settled therefore last 34 years.



RESOLUTION FROM MINISTER FOR BDA Dated: 31-01-2009

This house recommends that provincial government may contact the federal government that tents provided to the quake-affectees have technically failed to meet the challenges of extremely cold weather and snow fall in Ziarat, Khanozai and other quake-hit areas and have lost their efficacy.
Hence, a survey team may be set to these areas to carry out survey on emergency basis and shelter homes should be arranged for the affectees with out any delay.



RESOLUTION : MINISTER FOR INFORMATION Dated: 31-01-2009

This house recommends to the Provincial Government to approve the federal Government regarding installation of TV Boasters in those far flung areas of Balochistan Provincial where this facility does not exist this is an age of development and progress where every country wants to have excel over the other countries. In this age of progress importance of electronic media can not be denied as the TV channels and the only source to keep the masses fully informed about national and international affairs and entertainment activities of culture and sports. Balochistan is the largest province of the country area wise but due to its difficult north-western terrain most of its areas are still deprived of TV channels facility. Therefore, TV boasters in these areas may be installed as soon as possible.



RESOLUTION: MR. SARDAR RUSTAM KHAN JAMALI, MINISTER FOR EXCISE & TEXATION.Dated: 28-01-2009

National Commission for Human Development (NCHD) is working to strengthen and betterment of Health and Education system in the country since 2002.
This is the only institution which started work on indiscriminate basis in 27 districts of province of Balochistan for the well force and well being of the people. To overcome the problem of lack of teachers in Government schools (especially in remote areas) 1082 NCHD teachers are imparting education to 36621 Primary schools children. Besides, 731 Feeder schools in collaboration with the community and education department have been established, where 762 teachers have been posted to teach 19490 students NCHD is also working in the field of adult literacy to end illiteracy from the province. 12343 literacy centers have been setup in the province to overcome / lesson illiteracy. Where 233604 (Two Lac 33 Thousand 604) people have been made literate. To promote Adult Literacy program services of 50074 persons were hired whose sincere efforts helped increase literacy rate.
NCHD also provided jobs to 9024 people in the province of Balochistan. At present livelihood of 9024 persons and future of 560111 students is at stake due to non provision of funds by the Government to NCHD. The province of Balochistan which already legging behind from rest of the other provinces can not bear this loss at this juncture.
This house, therefore recommends to the provincial Government to approach the federal Government to continue NCHD programs and ensure provision of funds for the progress and prosperity of the province on immediate basis.

Election for Nursing Council

i). The Health Minister would table a resolution under sub section "k" if section 3 of 1973 act of Pakistan Nursing Council, a women MPA from Balochistan Provincial Assembly may be elected as the member of Pakistan Nursing Council.
ii). The Health Minister would table a resolution that Dr. Fozia Nazeer Marri may be elected as member of Pakistan Nursing Council.

RESOLUTION: MR. AINULLAH SHAMS, MINISTER FOR HEALTH   Dated: 05-11-2008

This House, under the clause (1) of Article 1944 of the 1973 Constitution of Islamic Republic of Pakistan, empowers the Majlis-i-Shura (Parliament) to carry out necessary legislation to overcome deficiency of Iodine away people and dispel its negative impression among them in the best interest of the people of the Province.
Iodine is essential for human body and indispensable for human and animal life. Its deficiency leads to the fatal disease Goiter, which renders human body totally disable.
To Cope with this challenge a program was checked out in 1994, to create awareness about the importance of Iodine among the people and pursuable then to use it in their routine diet, under this Program Balochistan provincial Assembly introduced various amendments in the Food Ordinance 1960. Though, the said Act was duly approved by the Balochistan and NWFP Assemblies 13 years ago, but could not be implemental for same reasons.
To legalize this Act all over the country on a same pattern, the Ministry of Health Government of Pakistan, in consultation with Salt Producing Organizations and the concerned trading companies, has now prepared a legal document, that needs to be Endorsed by the Provincial Assembly through a resolution. So as deficiency of Iodine could be overcome and remove its negative impression away messes in the best interest of the people of the Province.

Following the martyrdom of Mohtarma Benazir Bhutto, Mr. Asif Ali Zardari got restored coalition government in the center and all the provinces through his strenuous efforts, political acumen and a reconciliation process. Moreover, he restored real democracy in the country under a reconciliation process with the consultation and cooperation of his allies.   Keeping in view the above mentioned efforts this August house therefore, declares Mr. Asif Ali Zardari as the most suitable candidate for the post of President of Islamic Republic of Pakistan.




Joint RESOLUTION

Whereas, Balochistan Provincial Assembly under article 41 of the constitution is part of the electoral college (constituency) for the election of the President and despite Balochistan Provincial Assembly’s objection on the just or legal election of the President of Pakistan held in October 2007, this house therefore things that Gen ® Perveez Musharraf violated the constitution and due to gross mismanagement ad the following other reasons he is no more eligible to remain on the post of the President.
i). That, Gen ® Pervez Musharraf suspended the constitution twice.
ii). that, he tell in breach of the constitution ad caused irreparable loss to the democratic process.
iii). that, under article 41 of clause (1) of the constitution President of Pakistan is symbol of unity of the state but Gen ® Pervez Musharraf committed its sheer violation and weakened federation of Pakistan by creating sense of deprivation and distrust among the provinces.
iv). That, due to eight years long policies adapted by Gen ® Pervez Musharraf Pakistan is confronted with deep economic and political crisis. Due to his wrong and failed policies is faced with worst power crisis of its history, putting people of the country in great miseries, weakening the federation and people lost their confidence in the key state institutions.
v). that, Gen ® Pervez Musharraf through unconstitutional and undemocratic use of force launched military operation in Balochistan in which thousands of Baluchistan’s including elderly leader Nawab Mohammad Akbar Khan Bugti were killed. Hundreds of Balochs, Pashtoons and other Balochistanis were kept in torture cells illegally and innocent citizens were killed in the name of extremism all across country.
Under the light of above mentioned facts this house, therefore demands of Gen ® Pervez Musharraf to take vote of confidence from the Electoral College (constituency) of resign from the post of President of Pakistan under the constitution forthwith.
Otherwise, this house demands of Majlis Shura (Parliament) to issue impeachment notice to the president under article 47 of the constitution.


RESOLUTION    by Mir Mohammad Sadiq Umrani and Mir Mohammad Amin Umrani   Dated: 24-05-2008

Electricity supply to the adjoining areas of Dera Murad Jamali.  Electricity is being provided from Uch Power Plant situated at Dera Murad Jamali, but despite this people of the area of the area are still deprived of the electricity facility.  Moreover, almost whole of the province is affected by the electricity problem.  Therefore, electricity should be provided to all the areas from Uch Power Plant as well as from 1200 Megawatt agreement from whole of province facilitation maybe arranged. 
Above mentioned Resolution was passed with amendments introduced by Sardar Sanaullah Zehri, Mr. Mohammad Asim Kurd Gallo and Mr. Asadullah Baloch.

JOINT RESOLUTION FROM Mir Mohammad Saddiq Umrani Minister for C/W Department. Dated: 19-05-2008

This House calls upon the Provincial Government to make contact with the Federal Government to increase number of CNG Stations. Natural gas is basically a product of Balochistan Province and in view of the hike in petroleum prices is fulfilling the domestic and industrial needs of the country through CNG stations relatively on cheaper rates.
However, despite being the largest province of the country,   Balochistan largely lacks  gas facility as usual, having only  four CNG stations,  which is a continuation of injustices made to this province.
Keeping in view the growing need the number of CNG stations maybe increased enabling people to avail fuel facility relatively on cheaper rates.

This house of Balochistan Provincial Assembly while strongly condemning the desecration of the Holy Quran by US pastors Terry Jones and Wayne Sapp in a  Florida church on 20th March 2011 says that this meliciuos attempt has badly hurt the sentiments of Muslims throughout the world.
This house calls upon Government of Pakistan to raise this issue at international level and an official condemnation note should be issued in this regard.
This house also demands that all the perpetrators of this heinous act should be tried in international court of justice.

RESOLUTION  BY SYED MUTIULLAH AGHA,DEPUTY SPEAKERBALOCHISTAN PROVINCIAL ASSEMBLY DATED 1^ST APRIL, 2011 .

This house calls upon the provincial government to contact federal government that contrary tothe article 158 of the constitution, where this house is deprived of gas facility, under an illogical formula efforts are being made to deprive the domestic consumers, who are already in small number, unit rates have been fixed from 1 to 100 units along with 17 pc GST 3.87 per unit, and from 100 to 300 units the rate of per unit along with GST is RS.7.75 and rate of 300 to 500 units along with GST is RS.32.61 and above 500 units the rate along with GST has been fixed RS. 41 per unit. The poor People of this province cannot afford paying these rates. Due to extreme cold in winter season even a small family it is not possible to consume less than 300 units. Therefore, keeping   in view the economic backwardness and situation in the province a 50 pc cut along with exemption in GST exemption in current rates should be made in the best interest of the domestic consumers.

 

RESOLUTION BY SHEIKH JAFFER KHAN MANDOKHEL, MPA DATED 1^ST APRIL, 2011.

Whereas agriculture, water schemes and routine life are being badly affected due to blowing  up of electricity pylons and unannounced load shedding in Balochistan province, this house therefore call upon the provincial government to contact the federal government that Dera Ismail Khan to Zhob and and Uch power plant to Quetta 220 KV transmission line should immediately be laid down, so as power crisis in the province could be overcome.

Condemnation Resolution by Jan Ali Changezai, Provincial Minister for Quality Education Dated 20-10, 2011.

On 20^th September, 2011 a Bus taking Soul people belonging to Ahle Tashii sect to for the purpose of Ziarat was stopped by some unknown persons, who dragged the passengers out of the Bus and killed them ruthlessly after their seeing identification. A video film was also made of the incident. Irony is that the area administration and Police were seen nowhere, which we strongly condemn.

This House calls upon the Provincial Government that people involved in this ghastly incident should be taken to task.

By Provincial Ministers Maulana Abdul Wasey, Mr. Zamrak Khan, Mr. Ali Madad Jattak, Malik Sultan Taren, Mr. Jai Parkash, Mr. Abdul Khaliq Bashar Dost and Mr. Abdul Samad Strongly condemn the savage and brute attack of NATO at our defense Sala Check Post on Sunday 26th November, 2011 in which 26 soldiers and including officers of Pak Army were martyred. This House not only strongly condemn this ghostly act but also demand of the Federal Government to assure full support to its forces and families of the martyred and their should be left no stone unturned to enlarge our forces and people.

This house calls upon the Provincial Government to contact the Federal Government to provide every possible protection to the Gas Company for immediate restoration of Gas pipelines damaged due to terrorism. The respective districts should be provided with Gas facility immediately as promised by the Prime Minister, while districts of Balochistan should be provided with Gas pipeline immediately from the provincial resource given under the Constitution.
