This house recommends to the provincial government that the following recommendations given by a Jirga which was held on March 18, 2009 in connection with deteriorating law and order situation in Quetta and rest of the province, attended by all the political, religious parties, traders and notables of the city, may be implemented immediately.
1. Law order situation in Balochistan especially in Quetta is worst and needs immediate attention.
2. Beside the government every individual should play its role to improve law and order, while people should also help the government by pinpointing the terrorists. In this regard the government should take steps to mobilize masses.
3. Cases regarding Shahadat of Nawab Akbar Khan Bugti and attack on Maulana Muhammad Khan Sherani should be taken up at government level as soon as possible.
4. We condemn target killings of Settlers and people of Hazara Community in Quetta and demand immediate arrest of their killers and terrorists.
5. All arrested terrorists should be punished forthwith.
6. Levis system should be made functional.

This house recommends to the Provincial Government to contact Federal Government that at present a large number of women in Pakistan receive work by the contractors at their homes and earn their livelihood at homes instead going to any factory or workshop, or try to find work at their own. These women are victimized more than others as they have to do these works under very tough conditions, having no other opportunities to bargain with these womenfolk who belong to the same field. After working 10 to 12 hours daily these women hardly become able to earn rupees 500/600 only in a month and by doing so these women also put their health at stake. These women also have no proper representation in the national data nor do they have any cover of labor laws. The number of such women who do such kind of work at home is more than that of those who work in other fields and considered to be a labour force. The dangerous aspect of this whole scenario is that in a country like ours poverty will never come to an end rather its graph would keep raising. Because, such kind of people remain completely out of sight therefore there could be no such policy or prgramme or resource allocation for them. Under these circumstances a sharp rise in poverty becomes a natural phenomenon. If we have to save Pakistan from a horrible scenario and turn it into a real developed country then all the labor work force, whether men or women, must be brought under the cover of Worker Labor Force laws, so as they could be provided protection under labor laws and resources could be allocated for them.

This house recommends the provincial government to contact the federal government for immediate steps regarding construction of houses and rehabilitaiton of affectees of Quake-hit areas of District Ziarat, District Harnai, Union Council Bostan Mughtain of District Pishin, of 29th October 2008. Further more, federal government may also be assued to provide financial assistance to the provincial government from its own resources as well as from the douations of foreign countries for the rehabalitaion of infrastructure and construction o houses for those quake-affectees who have not received compensation yet. Besides, finance department may also release funds for rehabilitation of damaged schools district Ziarat.
This house also thanks to the federal government, Armed forces of Pakistan, provincial governments, NGOs and philantrophists for their gemerous support towards the quake-affectees.

This house recommends to the provincial govenment to contact the federal government urgent steps may be taken to remove the hardles in the development and uplift of Balochistan and bring this province at par with the other provinces of the country.
i. To ensure distribution of all resources of the country equally on the basis of popultion, area and backwardness.
ii. Like electricity surcharge to NWFP province, Gas surcharge/ income may be given to Balochistan Province.
iii. Provision of funds should be ensured to start work on Dera Ismail Khan - Zhob Kr 220 transmission line, which was approved by the federal government in 2007, but due to inavailibility o funds work could not be started on this project.
iv. Kacchi canal should be completed within the set time frame work.
v. Early construction of university and medical college announced by the president of Pakistan may be ensured.
vi. Construction of Quetta to Di-khan-Killa Abdullah to Uthal and Sibi to Dera Murad Jamali road should be ensured on urgent basis.
vii. Fereral govenment's target far electrification of all the villages of the provinces by 31st December 2007 could not be achieved therefore electrification of all the villages of the province may be ensured.

That, Harnai Woolen Mill which was a profit earning industry providing a job to thousands of people was shut down for unknown reasons. Closure of the mills not only rendered thousands of people jobless but also deprived the country of a quality production. People from time to time have been protesting for its re-commissioning. Now there are reports about shifting or sale of machinery of the mill, which is totally against the public interest. This house therefore, recommends to the Provincial Government to make contact with the Federal Government that besides re-commissioning of Harnai Woolen mill, Uthal textile and Bolan Textile mills may also be re-commissioned.

So as rising food erisis in the country could be overcome.

This house recommends the provincial government to contact the central government that during 2006-07 flash flood due to torrential rains badly hit tehsil Gandakha of District Jaffarabad and tehsil Tambo of District Naseerabad, forcing people to leave the villeges in these areas. The electricty system had totaly been destroyed as these areas remained submerged for about nine months and taking advantage of this situation thieves removed electricity conductors and high tension wires for these areas, but WAPDA has not installed conductors and wires in the affected areas. Therefore, electricity conductors and wires may be arranged for the above said tehsils. Moreover, Rs. 8 Billion approved by the Federal Government for flood-hit areas may also be released immediately.

OGDC has earned Rs. 43, billion from Uch Power Plant situated at D.M Jamali, Naseerabad since its inception. However, no step for the development and uplift of the area was taken during the last seven years, nor any action was taken on the special directions of the prime minister of Pakistan.
This house, therefore recommends the provincial government to approach fedral government that OGDC should be made good to allocate 50pc of its income for the progress and prosperity of the people of the area, so as their sense of deprivation could come to an end.

The recent rains that continued for 72 hours and then 36 hours played havoc in province of Balochistan particularly in Jaffarabad, Naseerabad and Jhal Magsi districts. Ripe of shali crop was damaged and due to this no one is ready to purches shali rice. Balochistan is the largest province of the country area wise but due to its difficult north-westran terrain most of its areas are still deprived of TV channels facility. Therefore, TV boasters in these areas may be installed as soon as possible.

This is the only institution which started work on indiscriminate basis in 27 districts of province of Balochistan for the well force and well being of the people. To overcome the problem of lack of teachers in Government schools (specially in remote areas) 1082 NCHD teachers are imparting education to 36621 Primary schools children. Besides, 731 Feder schools in collaboration with the community and education department have been established, where 762 teachers have been posted to teach 19490 students NCHD is also working in the field of adult literacy to end illiteracy from the province. 12343 literacy centers have been setup in the province to overcome / lesson illiteracy. Where 233604 (Two Lac 33 Thousand 604) people have been made literate. To promote Adult Literacy program servies of 50074 persons were hired whose sencier efforts helped increase literacy rate.
NCHD also provided jobs to 9024 people in the province of Balochistan. At present livelihood of 9024 persons and future of 560111 students is at stake due to non provision of funds by the Government to NCHD. The province of Balochistan which already legging behind from rest of the other provinces can not bear this loss at this juncture.
This house, therefore recommends to the provincial Government to approach the federal Government to continue NCHD programs and ensure provision of funds for the progress and prosperity of the province on immediate basis.

This House, under the clause (1) of Article 1944 of the 1973 Constitution of Islamic Republic of Pakistan, empowers the Majlis-i-Shura (Parliament) to carry out necessary legislation to overcome deficiency of Iodine away people and dispel its negative impression among them in the best interest of the people of the Province.
Iodine is essential for human body and indispensible for human and animal life. Its deficiency leads to the fatal disease Goiter, which renders human body totally disable.
To Cope with this challenge a program was checked out in 1994, to create awareness about the importance of Iodine among the people and pursuable then to use it in their routine diet, under this Program Balochistan provincial Assembly introduced various amendments in the Food Ordinance 1960. Though, the said Act was duly approved by the Balochistan and NWFP Assemblies 13 years ago, but could not be implemental for same reasons.
To legalise this Act all over the country on a same pattern, the Ministry of Health Govt: of Pakistan, in consultation with Salt Producing Organisations and the concerned trading companies, has now prepared a legal document, that needs to be Endorsed by the Provincial Assembly through a resolution. So as deficiency of Iodine could be overcome and remove its negative impression away messes in the best interest of the people of the Province.

Joint resolution by Nawab Muhammad Aslam Raisani Chief Minister Balochistan, Sardar Sanaullah Khan Zehri, Sardar Muhammad Aslam Bizenjo, Mir Asadullah Baloch, Syed Ehsan Shah, Mir Zafarullah Khan Zehri, Ghulam Jan, Muhammad Asghar Rind, Dr Fauzia Marri, Bibi , Muhammad Hamal Kalmati, Mir Abdul Rehman Mengal, Habib ur Rehman Muhammad Hasani, Muhammad Sadiq Umrani, Maulana Abdul Wasay, Mir Zahoor Hussain Khosa, Engineer Zamrak Khan, Haji Ali Madad Jattak, Shafiq Ahmed Khan, Muhammad Younas Mullazai and Mohtarma Ghazala Gola.
Following the martyrdom of Mohtarma Benazir Bhutto, Mr. Asif Ali Zardari got restored coalition government in the center and all the provinces through his strenuous efforts, political acumen and a reconciliation process. Moreover, he restored real democracy in the country under a reconciliation process with the consultation and cooperation of his allies.
Keeping in view the above mentioned efforts this August house therefore, declares Mr. Asif Ali Zardari as the most suitable candidate for the post of President of Islamic Republic of Pakistan.

Whereas, Balochistan Provincial Assembly under article 41 of the constitution is part of the electoral college (constituency) for the election of the President and despite Balochistan Provincial Assembly’s objection on the just or legal election of the President of Pakistan held in October 2007, this house therefore things that Gen ® Perveez Musharraf violated the constitution and due to gross mismanagement ad the following other reasons he is no more eligible to remain on the post of the President.
i). That, Gen ® Pervez Musharraf suspended the constitution twice.
ii). that, he tell in breach of the constitution ad caused irreparable loss to the democratic process.
iii). that, under article 41 of clause (1) of the constitution President of Pakistan is symbol of unity of the state but Gen ® Pervez Musharraf committed its sheer violation and weakened federation of Pakistan by creating sense of deprivation and distrust among the provinces.
iv). That, due to eight years long policies adapted by Gen ® Pervez Musharraf Pakistan is confronted with deep economic and political crisis. Due to his wrong and failed policies Pakistan is faced with worst power crisis of its history, putting people of the country in great miseries, weakening the federation and people lost their confidence in the key state institutions.
v). that, Gen ® Pervez Musharraf through unconstitutional and undemocratic use of force launched military operation in Balochistan in which thousands of Baluchistan’s including elderly leader Nawab Mohammad Akbar Khan Bugti were killed. Hundreds of Balochs, Pashtoons and other Balochistanis were kept in torture cells illegally and innocent citizens were killed in the name of extremism all across country.
Under the light of above mentioned facts this house, therefore demands of Gen ® Pervez Musharraf to take vote of confidence from the Electoral College (constituency) of resign from the post of President of Pakistan under the constitution forthwith.
Otherwise, this house demands of Majlis Shura (Parliament) to issue impeachment notice to the president under article 47 of the constitution.

However, despite being the largest province of the country, Balochistan largely lacks gas facility as usual, having only four CNG stations, which is a continuation of injustices made to this province.
Keeping in view the growing need the number of CNG stations maybe increased enabling people to avail fuel facility relatively on cheaper rates.
