Whereas, eighty percent economy of Balochistan province is based on agriculture and unfortunately for the last two decades drought has almost destroyed the agriculture sector. As compared to other provinces water channel system in Balochistan is limited only to two districts, while agricultural activities in rest of the districts depend upon tube wells and and electricity.On one hand where load shedding has further destroyed the agriculture sector on the other hand low voltage caused huge damages to the tube wells resulting in immense financial losses to the growers, This not only created hurdles in fulfilling the dreams to stabilize and prop up the economy of the province but also endangered the livelihood of those relating to the agriculture sector. Besides other steps, people had pinned high hopes with the present democratic government of taking revolutionary steps towards implementation of agricultural reforms in the province. However, despite poor state of agriculture sector of the province with drawl of subsidy on electricity on agricultural tube wells is tantamount to destroy the growers of the province, which is not in the benefit of the economy and people of Balochistan and naturally this may also disturb law and order situation in the province.
This house, therefore calls upon the provincial government to demand the federal government that ex-parte decision of withdrawal of ellectricity subsidy on agriculture tubewells should be withdrawn in the best interest of the province and its people.

However, this important segment of society is still backward and deprived of basic facilities like education and healthcare. They are even deprived of proper shelter, clean drinking water, food and clothes as per their needs. There exist no laws or policy in the country for protection of rights and wages of this class. The Balochistan province is spread over a huge area but its people are backward from all aspects. This fact on the other hand can also not be denied that train is an important means of traveling from the other provinces of the country. During the previous government an agreement between Government of Pakistan and had reached for electricity supply to Mekran. Under this accord is providing 35 MW electricity to Mekran. The present government has started providing electricity to the villages and under different development funds transmission lines have been laid down upto most of the villages of Mekran, which has increased power consumption upto 50 MW. In the upcoming days load shedding will increase manifold, causing negative effects on routine life and the agriculture sector as well. Under the agreement it was also decided that government of will also provide electricity to the areas adjacent to Balochistan-Iran border that include Tehsil Zamran, Prom etc. Government of has laid down transmission lines upto its border but government of has still not started work on it. This house, therefore calls upon the provincial government to contact the federal government for renewal of the agreement with the government of , under which electricity may be provided to Mekran. Moreover, QESCO officials may also be directed to commence their work as soon as possible, so as people of the far flung areas of Balochistan province could be able to take benefit of electricity facility.

This house recommends to the Provincial Government to contact Federal Government that at present a large number of women in receive work by the contractors at their homes and earn their livelihood at homes instead going to any factory or workshop, or try to find work at their own. These women are victimized more than others as they have to do these works under very tough conditions, having no other opportunities to bargain with these womenfolk who belong to the same field. After working 10 to 12 hours daily these women hardly become able to earn rupees 500/600 only in a month and by doing so these women also put their health at stake. These women also have no proper representation in the national data nor do they have any cover of labor laws. The number of such women who do such kind of work at home is more than that of those who work in other fields and considered to be a labour force. The dangerous aspect of this whole scenario is that in a country like ours poverty will never come to an end rather its graph would keep raising. Because, such kind of people remain completely out of sight therefore there could be no such policy or prgramme or resource allocation for them. Under these circumstances a sharp rise in poverty becomes a natural phenomenon. If we have to save Pakistan from a horrible scenario and turn it into a real developed country then all the labor work force, whether men or women, must be brought under the cover of Worker Labor Force laws, so as they could be provided protection under labor laws and resources could be allocated for them.

Further more, federal government may also be assured to provide financial assistance to the provincial government from its own resources as well as from the donations of foreign countries for the rehabilitation of infrastructure and construction o houses for those quake-affectees who have not received compensation yet. That, Harnai Woolen Mill which was a profit earning industry providing a job to thousands of people was shut down for unknown reasons. Closure of the mills not only rendered thousands of people jobless but also deprived the country of a quality production. People from time to time have been protesting for its re-commissioning. Now there are reports about shifting or sale of machinery of the mill, which is totally against the public interest. This house recommends to the provincial government to contact the federal government that Mirani and Sabukzai dams have been constructed with billions of rupees but 40 thousand acres of command area land of these dams is still lying unsmooth.
As the provincial government is unable to make this land useable due to shortage of funds and bulldozers, therefore the federal government by itself or through any company should get prepared the command area land of these dams an immediate basis. So as rising food crisis in the country could be overcome.

This house recommends the provincial government to contact the central government that during 2006-07 flash flood due to torrential rains badly hit Tehsil Gandakha of District Jaffarabad and Tehsil Tambo of District Naseerabad, forcing people to leave the villages in these areas. The electricity system had totally been destroyed as these areas remained submerged for about nine months and taking advantage of this situation thieves removed electricity conductors and high tension wires for these areas, but WAPDA has not installed conductors and wires in the affected areas. Therefore, electricity conductors and wires may be arranged for the above said Tehsils. Moreover, Rs 8 Billion approved by the Federal Government for flood-hit areas may also be released immediately.

OGDCL has earned Rs. 43, billion from Uch Power Plant situated at D.M Jamali, Naseerabad since its inception. However, no step for the development and uplift of the area was taken during the last seven years, nor any action was taken on the special directions of the prime minister of .
This house, therefore recommends the provincial government to approach federal government that OGDC should be made good to allocate 50pc of its income for the progress and prosperity of the people of the area, so as their sense of deprivation could come to an end.

This house recommends to the provincial government to make contact with the federal government that tents recently provided to the earthquake affectees are technically not suitable to cope with the extreme cold weather of snowy areas like Ziarat, Khanozai as well as other places, while these tents are no more useable in the recent snow fall in the quake hit areas. Therefore, a survey of these areas may be arranged on emergent basis and all the affectees may be provided SHELTER HOMES immediately, without any further delay.

In this age of progress importance of electronic media can not be denied as the TV channels and the only source to keep the masses fully informed about national and international affairs and entertainment activities of culture and sports. Balochistan is the largest province of the country area wise but due to its difficult north-western terrain most of its areas are still deprived of TV channels facility. Therefore, TV boasters in these areas may be installed as soon as possible.

This House, under the clause (1) of Article 1944 of the 1973 Constitution of Islamic Republic of Pakistan, empowers the Majlis-i-Shura (Parliament) to carry out necessary legislation to overcome deficiency of Iodine away people and dispel its negative impression among them in the best interest of the people of the Province.
Iodine is essential for human body and indispensable for human and animal life. Its deficiency leads to the fatal disease Goiter, which renders human body totally disable.
To Cope with this challenge a program was checked out in 1994, to create awareness about the importance of Iodine among the people and pursuable then to use it in their routine diet, under this Program Balochistan provincial Assembly introduced various amendments in the Food Ordinance 1960. Though, the said Act was duly approved by the Balochistan and NWFP Assemblies 13 years ago, but could not be implemental for same reasons.
To legalize this Act all over the country on a same pattern, the Ministry of Health Government of Pakistan, in consultation with Salt Producing Organizations and the concerned trading companies, has now prepared a legal document, that needs to be Endorsed by the Provincial Assembly through a resolution. So as deficiency of Iodine could be overcome and remove its negative impression away messes in the best interest of the people of the Province.

Whereas, Balochistan Provincial Assembly under article 41 of the constitution is part of the electoral college (constituency) for the election of the President and despite Balochistan Provincial Assembly’s objection on the just or legal election of the President of Pakistan held in October 2007, this house therefore things that Gen ® Perveez Musharraf violated the constitution and due to gross mismanagement ad the following other reasons he is no more eligible to remain on the post of the President.
i). That, Gen ® Pervez Musharraf suspended the constitution twice.
ii). that, he tell in breach of the constitution ad caused irreparable loss to the democratic process.
iii). that, under article 41 of clause (1) of the constitution President of Pakistan is symbol of unity of the state but Gen ® Pervez Musharraf committed its sheer violation and weakened federation of Pakistan by creating sense of deprivation and distrust among the provinces.
iv). That, due to eight years long policies adapted by Gen ® Pervez Musharraf Pakistan is confronted with deep economic and political crisis. Due to his wrong and failed policies is faced with worst power crisis of its history, putting people of the country in great miseries, weakening the federation and people lost their confidence in the key state institutions.
v). that, Gen ® Pervez Musharraf through unconstitutional and undemocratic use of force launched military operation in Balochistan in which thousands of Baluchistan’s including elderly leader Nawab Mohammad Akbar Khan Bugti were killed. Hundreds of Balochs, Pashtoons and other Balochistanis were kept in torture cells illegally and innocent citizens were killed in the name of extremism all across country.
Under the light of above mentioned facts this house, therefore demands of Gen ® Pervez Musharraf to take vote of confidence from the Electoral College (constituency) of resign from the post of President of Pakistan under the constitution forthwith.
Otherwise, this house demands of Majlis Shura (Parliament) to issue impeachment notice to the president under article 47 of the constitution.

Electricity supply to the adjoining areas of Dera Murad Jamali. Electricity is being provided from Uch Power Plant situated at Dera Murad Jamali, but despite this people of the area of the area are still deprived of the electricity facility. Moreover, almost whole of the province is affected by the electricity problem. Therefore, electricity should be provided to all the areas from Uch Power Plant as well as from 1200 Megawatt agreement from whole of province facilitation maybe arranged.

This house calls upon the provincial government to contact federal government that contrary tothe article 158 of the constitution, where this house is deprived of gas facility, under an illogical formula efforts are being made to deprive the domestic consumers, who are already in small number, unit rates have been fixed from 1 to 100 units along with 17 pc GST 3.87 per unit, and from 100 to 300 units the rate of per unit along with GST is RS.7.75 and rate of 300 to 500 units along with GST is RS.32.61 and above 500 units the rate along with GST has been fixed RS. 41 per unit. The poor People of this province cannot afford paying these rates. Due to extreme cold in winter season even a small family it is not possible to consume less than 300 units. Therefore, keeping in view the economic backwardness and situation in the province a 50 pc cut along with exemption in GST exemption in current rates should be made in the best interest of the domestic consumers.
