Functions of the Finance Committee

(1) The Finance Committee shall prepare the annual/supplementary budget of the Assembly Secretariat. The Budget prepared by the Finance Committee shall be forwarded by the Secretary to the Finance Department.

(2) After the budget is passed by the Assembly, the expenditure of the Assembly Secretariat shall be controlled by the purpose the Finance Committee shall, from time to time, issue such orders as it may think fit.

(3) The Finance Committee shall have the powers to-
   
    (i) Sanction the creation of posts in the Assembly Secretariat.
   
    (ii) Prescribe the scale of pay of the posts sanctioned in the Assembly Secretariat; and

    (iii) Sanction any expenditure in the Assembly Secretariat, which is beyond the powers delegated to the Secretary under Rules and the powers of re-appropriation Rules 1962 framed by the Government.
     Provided the total allocation made in the Budget for the Assembly Secretariat shall not be exceeded and the pay scales of posts shall not exceed the National pay Scales.

(4) The Finance Committee shall, not later than thirty first day of July in each year, prepare a report on its activities during the last financial year and the Speaker shall cause it to be laid before the Assembly at the first meting held thereafter. The Assembly may discuss the report and take such decision as may be considered necessary.
