Mr. Muhammad Aslam Bhootani, sworn in as Speaker of Balochistan Assembly on 8th April, 2008, was born in 1960 in Dureji of District Lasbela.

 

He obtained basic education in his village Dureji Lasbela and Public School, Hyderabad.

 

He did his graduation from Karachi University.

 

Mr. Bhootani served in Police, FIA immigration and crime wing and Anti-Narcotics Force for 12 years and remained posted at Karachi, Peshawar, Islamabad, Hyderabad and Quetta.

 

He started his political carrier in 2002 and was elected member of the Balochistan Assembly.  He served as Deputy Speaker of the Balochistan Assembly for five years 2002-2007.

 

He is younger brother of ex-caretaker Chief Minister of Balochistan Sardar Saleh Muhammad Bhootani.

 

His Bhootani Family has the distinction of being elected to Balochistan Assembly for the 8th consecutive terms since last 35 years from coastal Belt constituency of Lasbela.

 

Mr. Bhootani, despite holding the post of Deputy Speaker in the last Assembly, always remained critical of the Government's Policy on Balochistan.

 

He openly opposed the ongoing military operation in the house and outside the Assembly at that time.

 

He was the only member from the treasury benches to have condemned the killing of Nawab Akbar Bugti and raised voice against the arrest of Sardar Akhtar Mengal and suspension of Chief Justice Iftikhar Mohammad Choudary.  He even went to Islamabad to meet Justice Iftikhar during his in-house custody days.

 

In the 2006 Senate Elections, he cast his vote in favour of the candidate of a nationalist party for which he experienced wrath of then regime.

 

Mr. Bhootani opposed ejection of the poor people from land along the Coastal Highway.  He also got passed a resolution against the proposed Sonmiani Port and succeeded in stopping the project, as this was being executed on the ancestral lands of local people without their consent.

 

Rejecting Government pressure, he conducted fateha for Nawab Akbar Khan Bugti in the house after suspending the rules of business.

 

However, he refused to hold fateha for Raziq Bugti, spokesman for the Balochistan Government, when a resolution was moved in the house by the treasury benches as the late spokesman was perusing policies of "more loyal to the king than the king himself" which were not liked by the people.

 

Because of Mr. Bhootani's being vocal the then regime tried to dislodge him from the post of Deputy Speaker but that could not be materialized, then different kind of pressures were asserted and in that result the National Accountability Bureau initiated an inquiry against him and he was also implicated in a false bomb explosion case at the house of then Dera Bugti Deputy Commissioner.

 

He also played an important role in eliminating the PML-Q in the province after the 2002 elections.  He was the main hurdle in the way of PML-Q's efforts to form Government.

 

He made like-minded group in the party that elected him as parliamentary leader and he announced support for the Nawab Aslam Raisani, the present Chief Minister.

 

Mr. Bhootani was instrumental in the formation of a PPP-led coalition Government of Balochistan. 

 

Mr. Bhootani is a widely traveled man and he visited USA, England, Saudi Arabia, India, Spain, Denmark, Brazil, Switzerland, Argentina, Egypt, Germany France, Singapore, Japan, Thailand, Norway, UAE, Holland, Australia, Italy, Qatar, Malaysia, Dubai, Hong Kong, Bahrain, Kenya and attended many iternational and regional conferences held under the auspices of Commonwealth Parliamentary Association.
