CHAPTER- I
SHORT TITLE, COMMENCMENT AND DEFINITIONS
1. Short title and Commencement. (1) These Rules may be called the Provincial Assembly of Balochistan Rules of Procedure and Conduct of Business, 1974.
(2) They shall come into force at once.
2. Definitions. (1) In these Rules unless the context otherwise requires:-
(a) "Advocate General” means the Advocate General appointed under Article 140 of the Construction;
(b) "Amendment" means a motion to amend an earlier motion before that earlier motion is put to the Assembly for its decision;
(c) "Assembly "means the Provincial Assembly of Balochistan;
(d) "Budget" means a statement of the estimated receipts and expenditure of the Provincial Government in respect of a financial year;
(e) "Chief Minister" means the Chief Minister appointed under Article 130 of the Constitution;
(f) "Committee" means a Committee constituted under these rules;
(g) "Constitution" means the Constitution of the Islamic Republic of Pakistan;
(h) “Finance Minister" means a Provincial Minster to whom the business of finance has been allotted or if owing to absence or any other reason such Minister is unable to act, then any another Provincial Minister authorized by the Chief Minister to perform the duties of the Finance Minister;
(i) "Gazette" means the Balochistan Gazette;
(j) "Lobby” means the covered corridor immediately adjoining the Chamber and co-terminous with it;
(k) "Law Minister" means a Provincial Minister to whom the business of Law and Parliamentary affairs has been allotted;
(l) "Member" means a Member of the Assembly;
(m) "Member -in charge" means, in the case of a Government Bill, any Minister acting on behalf of the Provincial Government, and in the case of a private Member's Bill, the Member who has introduced it or any other Member authorised by him, in writing, to assume the charge of the Bill in his absence;
(n) "Minister" means a Provincial Minister appointed under Article 132 of the Constitution;
(o) "Motion” means a proposal made by a Member relating to any matter which may be discussed by the Assembly;
(p) "Orders of the Day "means the list of business to be brought before the Assembly for consideration and decision at its sitting on any day;
(pp) "Precincts of the Assembly” includes the Chamber, the Lobbies, the Galleries and such other places as the Speaker may, from time to time, specify;
(q) "Presiding Officer" means in relation to a sitting any person who is presiding over that sitting;
(r) “Private Member" means a Member who is not a Minister;
(s) "Resolution" means a motion for the purpose of discussing and expressing an opinion on a matter of general public interest and includes a resolution specified in the Constitution;
(t) "Rules" means the Provincial Assembly of Balochistan Rules of Procedure and Conduct of Business, 1974.
(u) " Schedule" means a Schedule appended to these rules;
(v) "Secretary” means the Secretary of the Assembly and includes any person for the time being performing the duties of the Secretary;
(w) "Session" means the Period commencing on the day of the first meeting of the Assembly after having been summoned and ending on the day the Assembly is prorogued or dissolved;
(x) "Sitting” means the meeting of the Assembly or any of its Committees from the commencement of its business to the termination of the business for the day;
(y) "Starred question” means a question for an oral answer, and “un-starred question” means a question for written answer;
(z) "Table" means the Table of the House.
(2) Words and expressions used but not defined in these rules and defined in the Constitution shall, unless the context otherwise requires, have the meanings assigned to them in the Constitution.
